Most ministerial offices have contact forms on their wibsites for sending them messages, rather than email addresses. What I have been doing is writing my letters in Microsoft Word, and then attaching them (either as Word files or PDF files) using the website contact form. That way, you can specify all parties that the letter is being sent to, so the recipient can see who else is a recipient or in copy.
The obvious main points of contact are the Premier (start at the top!) and Regional Roads Minister, Jenny Aitcheson. However I have included Paul Toole, TfNSW, and BRC's contact details as well. Please do copy Paul Toole, he has been proactive on this, and has indicated he will fight for this for us. I have also included Bathurst Regional Council's email and contact page, though their hands are tied to some extent (they can't provide access form the Orange Road without TfNSW approval).
I have also included (below the links) a suggested letter you can use. Please feel free to change this text as you wish. But please remain polite, even if you are as angry as I am about this!
Note that for the NSW Premier, you have to select "Leave a message" in the "Type of Enquiry" box to be able to attach a file.

Re: Windradyne 1100 new subdivision in Bathurst
Dear Premier
Since February, work has been going on for the infrastructure of this new subdivision in Bathurst. But the construction traffic – earth moving machinery, B-double trucks and concrete delivery trucks – has been using our suburban roads for access to the new subdivision.
The new subdivision is adjacent to the Mitchell Highway between Bathurst and Orange. Bathurst Regional council were in favour of using the Mitchell highway for access to the new subdivision, but were overruled by Transport for NSW. TfNSW deemed that no new access was required, as the existing road infrastructure could accommodate the increased traffic load. This proved to be patently false, as considerable damage has been done to our suburban roads by the construction traffic. In addition, we are subjected to greatly increased traffic and noise levels in our quiet suburb. This will go on for a few years as when the construction of the infrastructure is complete, construction of 205 new houses will commence, and thereafter the traffic from those houses will also be using our roads.
TfNSW have basically put the access from the Mitchell highway in the “Too Hard” basket and seem unwilling to budge on this, even when confronted by the road damage that their decision has caused. Your roads minister is defending TfNSW’s position on this. They have said that they are considering what action they might take, but the time for this was BEFORE construction started, not after subjecting residents to (possibly) years of disturbance.
As a Windradyne resident, I strongly object to being subjected to bad roads, high noise levels and greatly increased traffic in my suburb because of TfNSW’s lack of planning and failure to co-operate with Bathurst Regional Council to provide sensible vehicle access to the new subdivision.
I would ask you and your government to act to amend this situation as soon as possible by getting TfNSW to allow and provide access to the new subdivision from the Mitchell Highway, so that our right to quiet and peaceful suburban life is not further compromised.
